Stop disliking Shinobu because of this. Firstly, in the manga, she definitely wouldn't speak with such cruelty, she just teases him or likes to annoy him. Secondly, Shinobu is "not a bad, rude and generally terrible person", she is kind, however, she saved Zenitsu and took care of the girls in the estate, and also constantly looked after the sick, and I'm talking about the minimum good things that she did . Thirdly, of the pillars, she is the closest to Tomioka. Gyomei said that the two like to hang out with each other. And Shinobu annoys him with this to prove the opposite and make friends. Fourthly, they have almost the same stories. Only now Shinobu has a tragic end, and Giyu survived.

They were both wrong but it's mainly Shinobus fault. Like wtf that was the only family related thing he had left after nearly dying- it all happened at once for Shinobu, but it happened multiple times for Giyu so he was reminded. Giyu shouldn't have brought up her dead sister though

I honestly feel like this was more of a misunderstanding on Tomioka's part causing him to lash out. And Shinobu did not realize that she hurted him with this comment. It's a mistake on both parts, I think.
