"This message was deleted" = Past tense and Passive voice. "We are not allowed" = Present tense and Passive voice. In a Passive voice sentence the "Be" verb can combine with the other verbs. After has/ have past participle is used. He has completed the work in 4 hours. (அவர் 4 மணி நேரத்தில் பணிகளை முடித்துள்ளார்.). The word "completed" is past participle. The verb that comes after has/ have is past participle. (This sentence is in active voice). The work has been completed by him in 4 hours. (அந்தப் பணி அவரால் மணி நேரத்தில் முடிக்கப் பட்டு விட்டது) . Has been/ have been followed by a past participle, are used in Passive voice.
