As the consequences of the devastating earthquakes in Turkey and Syria have become clear, attention has turned to why the impact has been so great.
For example, a 2014 quake just off the coast of Chile - slightly larger at a magnitude of 8.2 - resulted in just 7 fatalities.
Anger is growing in Turkey that poor enforcement of regulations contributed to the collapse of many buildings in the recent earthquakes.
The BBC has verified examples of recently built blocks that collapsed in the latest disaster.
One in Malatya was finished last year. Screenshots circulating on social media showed an advert saying it was "completed in compliance with the latest earthquake regulations."
Newsnight’s Science and Technology Correspondent Kate Lamble looks at the country’s history of earthquake-resistant building and the lessons it has learnt from previous quakes.

Yes. Construction sector is actually very very dark and corrupted. Those people, they don’t care about human lives. They only care about profits earned. I wonder, can they still sleep peacefully at night? The money they use to buy luxury houses and cars and things… can they use it without guilt? These people are scary.

That’s absolutely right. Not only is there corruption but the entire government is messed up spending all of the money they get from all the other countries in the world to instead attack other countries around them.

In 2010 Chile had an earthquake that was more than 1 point stronger of magnitude (8.8, 6th strongest ever recorded, it was so strong it changed the axis of the earth and made the day 1.26 microseconds shorter), it lasted one minute longer, happened in densely populated area, and also in the middle of the night when people were indoors sleeping. Only 525 dead plus 25 remained missing. Pictures show buildings broken in half, heavily tilted, even displaced so they ended up in the middle of the street, but NOT COLLAPSED INTO RUBBLE. Chile has one of the best levels of earthquake proof construction, which is actually enforced and monitored by the state, and it saved tens of thousands of lives. Turkey also had a lot of public investment money for that purpose since the last big earthquake but most of it fell victim to government corruption, and never reached the walls and floors of the houses people lived in.

This is not the first time there has been an earthquake in Turkey. In 1999, there was a big earthquake in the marmara. There was a destructive earthquake in Izmir 2 years ago. The camel doesn't do enough inspections. A building younger than 1 year was built in the city of Malatya. They were sold for 3 million liras and the statement said that it had earthquake-resistant concrete and iron. People always research this when buying a house, but even new buildings lack materials.

earthquake destruction doesnt usually have realation with magnitude it is about fault line distance from city center also earthquake distance from surface it was too close to surface about 5 km also houses were builded over faultline meaning houses ar right over the fault line ! imagine droping 600 atomic bomb 5 km under surface right beneath you ! that explains th edestruction also it combined with poor structure quality that was the chaos

so I don't live in Turkey but Albania, which is another country in the Balkan area. I live very close to a construction site which has been in development since at least June of last year. They hardly use rebar and consistently pour unevenly on surfaces. They use low cost brick. They use a shoot to throw the debris down, where it also damages the bottom floors. I've never seen so much debris created from building. It doesn't make any real sense to me. I wasn't here to see if they poured any rebar in the foundation. But it looks so...shoddy. It just keeps getting taller. It's now at 10 floors. It replaced a school. So many buildings here are made with the lowest quality materials, unskilled workers, and haphazard safety protocols. The workers are barely paid a living wage and there are exorbitant layers of corrupt bureaucrats, construction businesses, and money laundering. Probably similar stuff happening in Turkey.

They should call on Japan for advice on earthquake resistant buildings! They don't have to make skyscrapers but buildings three or four floors! I believe that the government has the necessary resources they just have to invest more for the population rather than keeping some for themselves 🙄

Actually, the problem is not that we don't know how to build proper buildings but it's the lack of morality and corruption. Erdogan and the statesmen before him ignored the ongoing corruption and the judiciary doesn't touch anyone who has links to the government. A corrupt, terrible government Turkey has.

As a matter of fact, Japan already helped it quite a few years ago for Turkey. That’s why Turkey made the constitution rules as a earthquake country like Japan, but unfortunately they did not fix right away. To fix the old buildings will take so much time and money. Turkey culture is so much different from Japan. Even though Japan helps Turkey, I don’t know how much they take it seriously. I feel so sad about it. And not only about the buildings, people needs education how to prepare for the earthquake. Japanese people are willing to help for it.

The Turkish people see what’s going on and always decide to turn a blind eye to it. Probably end up re-electing Erdogan again even though he’s responsible and has driven the economy into the ground..even then a large number will still vote for him…why…he’s a religion man…building mosques by the thousands…

Anyone who has holidayed in Turkey and millions of Brits have - are very aware of the terrible building standards throughout Turkey. Considering they have two active and destructive geologic faults, a lack of quality and standards enforcement is directly to blame for the level of deaths and injuries with this earthquake.

Perhaps they should spend some of the gazillions of money that they get from the West to improve their infrastructure rather than use it on the military to attack their neighbors.

@@ZeuzBluez What does this have to do with Islam, even in the Balkans and Greece, buildings are built this way. In Qatar and Saudi Arabia, which is an Islamic country, buildings are built with better quality than many European countries. This is all about corruption and the economy.

Not 2, Turkey has 3 active and destructive geologic faults, the West Anatolian Fault which covers almost all west side coastal cities, was not shown in this news. İzmir, which had a terrible earthquake 2 years ago, is one of the cities effected by that 3rd fault.

Each time I saw a collapsed building footage. For some reason I don't even see a core or metal supports just concrete. I'm no engineer, but our house has a skeletal frame and we have a small house as we live in one of the most seismicly active countries in the world, I nearly dont see that in the rubble of those collapsed buildings.

Definitely. Some off the buildings they checked.. contractors had used beach sand to mix with cement.. The whole system needs to be overhauled and the contractors, builders and inspectors needs to be investigated and if found guilty , thry should be charged with multiple murder charges. There are lot of bribery within the system.

My brother lived in Turkey and had a Mason built. He told me that you can't believe how they cheat on the building material. Less cement, poor quality bricks and near the sea just use beach sand. No wonder everything tumbles down.

these buildings are at least 50 years old and many people are low income people. There many different ethnic groups etc. And they are old cities. Even Japan accepted the earthquake would devastate each strong structure. Imagine they are living on fault and this happened only 5 km depth. Japan ocean - earthquakes are completely different.

Look at japans gdp per capita, look at turkeys gdp per capita, think about whether an average turkish citizen can afford an apartment that was built for the same cost it is built in japan. Turkey has its own engineers who find cheeper and more realistic solutions for the situation on the ground. The guilt doesnt lie with the lack of knowledge about earthquake proofness or lack of assistance, it lies with the people who dont listen to engineers to fill their pockets.

When building in Turkey it is standard practice if you have the money to hand the inspector an envelope while you are taking him out to dinner, sometimes if you are a trusted builder the inspector will never even look at the building.

It appears that one of the worlds largest exporters of rebar only uses it very sparingly in their own construction. The floors of all those buildings just slid off from each other. They were poured one floor at a time with no rebar sticking out to lock the next floor in, and the rebar in the floors looks to be 6-8 feet apart. It out to be 12-16 inches apart. There should be rebar sticking up all over the place, but there isn't because it wasn't used.

small construction companies are generally uneducated people.. most of them have political connections and thus they earn money..our people knowingly vote and pay their own killers, that's all.

There are shepherds who opened a construction company by selling 100 sheep. Now I know shepherds who travel in luxury vehicles. The only thing he did in the village was to clean the sheep's ass with an old car.. how can that man build a building.. politicians get involved there, they get good money and they get rich from both sides.

Corruption!! I can’t see any structural engineering, scientific knowledge or construction management skills in those ruined buildings. Any international certification or license to be allowed to build 8 or 15 floors like that?? I survived the earthquake in 1999 in Turkey! I lost many friends who were good people! We are not here to blame anyone! Everybody should have done their responsibilities right. This is not lack of mathematics, is lack of morality!! You can see beautiful, safe and sufficient building capacities based on the facts of the geographical requirements in Scandinavian countries. Why is Turkey left alone with its destiny to sacrifice more innocent souls aftermath an horrific earthquake every decade by its own poor construction regulations, buildings standards and codes and practices???

things can always be better but clearly, the building code needs to be updated and most importantly needs to be enforced. now, having said that an eartquick this big and this close to the surface ( 7 miles deep ) and 2 big ones within hours would've still caused a major damaged and high death toll.

Our worst earthquake in 1960 Valdivia resulted in the death of more than 6,000 people (though we had a lesser population ratio in Valdivia in 1960 than what happened in Turkey now). At the time, Chile was poor and corrupt, which led to the deaths of so many due to sub-standard buildings, but we improved from the 1970s onward with our new safety regulation. Our new regulation meant when a similar earthquake struck again in 2010, we reduced casualties to nearly 550. We are certainly unable to save everyone but good perpetration and regulation are the keys for our improvement. Sadly Erdogan has stolen the money for his palace building. Western Turkey and Eastern Turkey's disparity is also worth mentioning because most of Turkey's wealthiest financial cities are all in the west, whereas the earthquake location is in the poorer east.

Just amazing, but out of curiosity, was the 2010 earthquake _that_ similar to the 1960 one? It was magnitude 8.8 in 2010, compared to magnitude 9.5 in 1960, which was caused by about 2.8 times more force.

I think doing a short tour of the cities with multiple collapsed buildings you will find a lack of rebar in all of them. Rebar holds concrete together. 1 piece every 4-6 feet will keep the concrete together unless there is an outside force like an earthquake. Then it just crumbles.

In 2019 in Albania there was a 6.5 and some buildings collapsed, egineers found out that the iron used for the columns of 5+ store buildings was much thinner than it should have been. Companies do this to lower the cost but it costs lives. I believe in Turkey they have the same problem, corruption in monitoring and inspection services.

In China, when building something, sometimes you must provide some gifts to ensure the building meets the standard. I expect Turkey and many other countries like Argentina, Iran, India, Peru, Egypt and Algeria have the same practise. And this is how corruption worked.

I blame Erdogan. He is corrupt and unwilling to improve infrastructures. He should have invested on this purpose rather than letting the damage like this. Syria is already war torn and many people have been displaced, but Turkey isn't. The way he abused Ukraine for his selfish gain during the Russian invasion made me angry. Turkey is very dear to me, the country had sheltered a lot of Chechens when Russia invaded our homeland, but Erdogan has turned Turkey into a gigantic circus.

Erdogan was not there in 1999 when earthquake damaged and killed more people. The corruption is in the system and Erdogan needs to come up with a robust action plan and take action against officials responsible for it.

@@blackpanthar906 I know Turkish system is not perfect but the 1999 Izmit earthquake was at level 10, far more violent than the 2023 earthquake (ranked level 9 on Mercalli system). Yet if the destruction is so horrific then only Erdogan is responsible for what happened.

@@chechenknightslaillaillall2047 the 1999 earthquake was a 7.6 magnitude earthquake. This 2023 earthquake is a 7.9 which makes it far more destructive. The 1999 earthquake caused a 8ft high Tsunami, this one did not. Erdogan is responsible for governance not bureaucratic corruption. However I do agree he needs to come up with strict action plan to put those guilty behind bars. If he fails to put these corrupt officials in jail then it would only mean that he is corrupt too. However I have hope he will punish them because I believe he is personally not a corrupt leader, Turkey became very strong under his leadership after 1999 earthquake.

Generally speaking the poorer a country is the worse the standard of building is. I think of some of the dodgy plumbing I've done on my own house which ended up leaking because I couldn't afford to get a proper tradesman to do it in at the time. Transfer that situation to a whole country that is prone to earthquakes and this disaster is the end result.

The buildings went down exactly as they did back in 1999, and lots of the apartment blocks looked newly built, yet turkey has charged its citizens an earthquake tax since 1999 to help improve building conditions. With the first quake happening during the night in turkey and syria, the death toll will surpass 100,000.

Even if some of the "building" MAY have had some earthquake-resistant parts, if the ground underneath down a FEW FLOORS into the ground were not secured, it won't make a bit of difference, it'll just collapse onto itself with its own weight, and, you can actually see, some of the building that had SOME of these earthquake-resistant parts within it held up on the higher floors and to the sides, but the ground gave way and that made them collapse. Those others that had NOTHING, no retro-fit (hahaha what a ridiculous idea to try to retro-fit these ancient buildings from a 100 years ago without taking them apart and re-building completely), literally turned into multi-level collapsed pancakes.

I don't know if you've heard of the 1999 earthquake that won't make any difference. The Turkish state announced 18,000 deaths, but this lie killed more than 60,000 people. All the buildings built by an architect named Veli göçer collapsed and he went to prison due to the reaction of the people, but he managed to get out in 2011.

As you have seen, 5500 buildings were not very earthquake resistant. That needs to be followed up. Were carriers subsequently removed? A lot of people do that there. For example, shops under the buildings or was the construction clumsy to blame? But three earthquakes of magnitude 7.8, 7.7 and 7.4 is also huge. In my opinion, there were a surprising number of houses survived. In Germany, our houses in North Rhine-Westphalia would definitely not have endured that.

I work as an engineer in Germany and I'm often over in Turkey as well, auditing companies. The standards must be met, otherwise they are no longer allowed to build. Corruption, botched construction and negligence is another issue.

So those standards can be circumvented by paying the government in a completlety legal way. Thus why we see so many houses pancake.

Much of this devastation is without doubt due to substandard construction, you can tell by the way buildings have just collapsed like pancakes. If this same magnitude quake hit Japan you can bet it would not have cost anywhere near so many lives in similar populated areas.

Türkiye'de deprem yerin sadece 4 kilometre altında meydana geldi. Japonyada 150 km veya daha derinde oluyor. Herşey mükemmel değil. Ama bu faktörler de dikkate alınmalıdır.

We had a 6.9 one here months ago here in Taiwan if I remembered correctly (sorry for my bad memory but we just have too many of them, so if nothing big happened I simply just clear my head) Railway torted and bridges collapsed and a 7-11 fell down I remembered, but miraculously not many were killed for all those collapsing.... I heard there was one dead in the factory because he was fixing the machine when the quake hit, and the machine fell on him. I guess the experience of a disastrous earthquake in 1999 taught us bloody lessons than you better take earthquake resistance of buildings seriously when you live on an island frequented by quakes, but I'm not sure how long the lessons could be kept.....our buildings are getting older over years and there are still plenty of them need to be reconstructed by refused to, I really doubt they could hold on in a scenario similar to which happened in Turkey today....

Why would the government care about strictly implementing their structural codes when such magnitude of earthquake only occurs every 50-100 years. The same with contractors and owners. The problem is humans have short span compared to intervals of these kind of violent earthquakes. Majority can forget such tragedy after a decade or two. Some even only take a couple of years. Thus, the government is never pressured constantly to implement the codes at its strictest sense.

I resided in Istanbul during the 1999 earthquake. My apartment building survived because it was old and of stone construction. Two things should be understood at the outset when considering Turkish earthquakes beyond what has been mentioned. The first is the truly immense power of an earthquake to damage structures. I believe it is similar to the blast of a large nuclear warhead minus the heat and radioactivity. That damage may follow the earthquake zone for many miles. It must be experienced to be fully appreciated. The second is that many, perhaps the majority, of Turks living in urban areas reside in large apartment buildings. The collapse of a single building may yield a disproportionate number of casualties. Yes, beach sand contaminated by salt should not be used in construction, and that practice has been addressed in writing if not by deed. Not mentioned is the substitution of sand for cement in the ratio of the concrete mix used in building construction. It is one thing to have a building code, it is quite another to comply with it. So great was the outcry against corruption in the building trades following the 1999 earthquake that efforts were made to hang those believed responsible. This resulted in people fleeing for their lives rather than face the wrath of those who lost their loved ones in pancaked buildings. The 1999 quake was initially reported in Istanbul as 8.8, with 80,000 dead. That was later revised to 8.2 with a reduced casualty count. Those figures have been reduced again. I now place little faith in earthquake numbers.

Well, if there are BUILDING CODES, which has been stated are in fact in place, then these BUILDING CODES need to be supported by INSPECTIONS by AUTHORIZED INSPECTORS ......otherwise all the BUILDING CODES around the world would be a complete waste of time. So FIRST, GO AFTER EVERY BUILDING INSPECTOR WHO APPROVED EACH BUILDING THAT HAS FALLEN .....AND THROW THEM IN JAIL. SECOND, GO AFTER EVERY CONTRACTOR WHO HAS BEEN IN CHARGE OF EVERY ONE OF THE BUILDINGS THAT HAS FALLEN ....AND THROW THEM IN JAIL. THIRD, re-group the GOVERNMENT BUILDING INSPECTORS AND HIRE EXTRA INSPECTORS TO ENSURE EVERY "NEW" REPLACEMENT BUILDING IS PROPERLY INSPECTED TO THE BUILDING CODES ......with the very clear warning that any building that might fail in the future, due to an earthquake, will result in both BUILDING INSPECTORS AND CONTRACTORS GOING TO JAIL FOR A VERY LONG TIME. .

There is corruption everywhere in the world. The contractors can be sued later but right now, the main focus should be on rescue. The chances are low but there is still a possibility that there are survivors who are just waiting for help. Paying attention on the contractors is only taking the time away from the rescue.

The strength of turkish buildings is, that when they collapse during an earthquake, they form pockets and people inside the buildings slide into those pockets. Then after the earthquake, rescuers pull the people out of these safe pockets. All part of the turkish plan. If the buildings weren't designed that way, the death toll would be way higher. I believe supreme leader Erdogan himself came up with this ingenious design.

I was botn there, l lost two of my family members. Yes this is the reason behind tens of thousands lost human life. But the politics is the main reason. They knew those places first degree earthquake zone.

Corrupt politicians, greedy contractors, poor people who are content with merely having a roof result in this catastrophe that didn't need to be so terrible. There'll be outrage for a time, then rinse and repeat. It's not just '99 quake but there were two smaller ones in the last decade that should have caused urgency.

Nepal had 8.1 earthquake, still there were less than 10000 deaths !!

Because the Nepal earthquake was happened in Midday where most people on outside of the building, while the Turkish earthquake occured in the midnight most people was sleep, that's why number casualties in Nepal was much less
