Mike Stern wrote a contract on those changes called 'Outta Town' on his 1998 album 'Play'. John Scofield is a guest soloist on the track and they both go for it.

one scale will not work over this song because the key centers change 4 times. I goes from F major to Bb maj to Gb maj and then D maj. In theory you could just play F, Bb, Gb, and D major scales over this song the whole time and switch scales when the key center changes but it would definitely not sound jazzy at all. The best way to get started play jazz is to learn a simple 251 lick and be able to recognize 251s so when you see one you can play it in the right key. This song and most jazz standards are filled with 251s. If you can master 251 recognition and that one lick and be able to nail the lick over any 251 you will really start to understand jazz more. The other way is to play chord tones only over the down beats of all of these chords which means you need to learn all the basic arpeggios. Arpeggios are only made of chord tones. This will help a ton and enable you to start improvising for real. Then just keep learning licks and practicing playing over changes. Transcribing solos helps a lot. Understand music theory is actually a really big help when it comes to learning jazz music. I was recently trying to learn how to play over the song sunny. there is a Bb7 chord that looks like it doesnt really belong in the key . I tried playing a Bb7 blues scale or mixolydian thing over it and it sounded like shit. After analyzing the song more i realized that its most likely functioning as the V chord(five chord) which is E7. This would mean its a tritone substitution. So i started playing Ealt scale lines over the Bb7 chord and it sounded great. It's just I usually resolve any altered dominant lick to either a maj or minor 1 chord but you have to go back to the 2 chord to make it work. That was a great example I think of my music theory skills helping me. I hope i helped
