It took a long time for Jerry to get a badge, and I think at that point, Steve had known Adam for a long time that he trusted him to put him in charge of a special division. I think for Junior, he wanted to make sure that Junior wanted to be in that job because of his own reasons, not just because he seemed to idolise Steve.

Adam was smart, he played this game well to protect himself and his girlfriend. He "returned" to the Yakuza only to prevent his men from killing him and Tamiko because he, as the leader of the Yakuza, could control the gang's decisions, and after he managed to set a trap for the killer of Tamiko's father, he handed over the evidence to the police (his unit) and then left the Yakuza and returned to his team in the police.
