HAWK Pedestrian Crosswalk Signal - Caltrans News Flash

In this Caltrans News Flash, Public Information Officer Rick Estrada takes us on location to see the HAWK (High intensity Activated crossWalK). The innovative safety beacon benefits motorists, cyclists and pedestrians, and leads to a 69 percent reduction in accidents involving pedestrians. Caltrans has installed HAWK beacons on state routes in Oakdale, Los Banos and Crescent City.

This signal reminds me of the railway crossing lights used in the UK. They almost perform like it, as well. I wonder if that's how someone got the idea.

The lights are arranged the same. What's most confusing though is the flashing red. It's an urgent stop indication on a US or UK railroad/level crossing, but on a HAWK the lights are solid red for stop & stay like a traffic signal, then alternate flashing for a more *permissive* indication - stop & proceed when clear, like a stop sign.

So I have a question. On a divided six lane roadway (three in each direction) with dual double yellow center median 4 feet apart, do I have to wait for the pedestrian who is starting on my side and progressing to the other side (moving to my left) to make it completely across the crosswalk or can I proceed once the reds turn flashing once the pedestrian clears the portion of crosswalk crossing my 3 lanes? I know that in a normal crosswalk if there were an actual raised island dividing the lanes I don't have to wait for the pedestrian to fully cross, only to cross my directions travel lanes, but with this new deaign I am unsure when I can legally proceed.

When they are solid red means stop got it ... But when flashing red's do you treat it like a stop sign ???
