Er… no he isn’t. Gabriel is like the exact opposite of Doofenshmirtz. He’s a serious villain whose crimes are played seriously, he is neglectful towards his son, doesn’t have much in terms of niceties (most of his promises are merely an act), and is actually competent at what he does. Gabriel's backstory is also more realistic and easier to take seriously, Doof's backstory was just ridiculous (seriously, how can one's mother not show up to their birth?). Sure, Gabriel has his funny moments, but they aren’t that common. Whereas Doofenshmirtz can be played seriously sometimes, but not a lot. Gabriel is everything Doof is not.
