Players aren't commodities, and it takes the buying club, the selling club and the player to agree. Watkins is an example (whether you agree with idea of getting him or not). Arsenal would not have bid without indication from him he would join. But Villa will refuse. Elite forwards generally won't move in January. Some forward is needed.
