I don't actually use an animation app, I used a simple art program to draw the frames (Clip Studio Paint - it has an animation function, but I don't use that because it's only really usable if you have the more expensive version) and put said frames together in a video editing software (Premiere Pro). :)

Hmm, it's difficult to answer, because it varies so much. I'd say the median is around 10 fps, some scenes have more, some way less. (I'm not using a program specialised for animation, so it's hard to see how many frames a picture takes up)
