I think Rosie and Alastor have a sort of Ally Deal: she only seems to want Cannibal souls so she asked him to stay away from Cannibals and in return she'll feed him info on souls growing in power but primed to make a deal, like she did in episode 7. Also this deal may include coming to each other's aid if ever they're in need, given how he turns straight to Rosie, and not any of the other overlords in power, for an army.

Great video I personally think alastor is an avatar of the haunter of the dark from lovecraft and just goes were chaos is lilth messed up by binding and controlling a being of chaos and will suffer for it
