The more interest you have, the more troops you gain. So when he says wait for red interest, he means wait to attack until you are getting few troops

Additionally for every pixel of land you have you will gain bonus troops every time the white bar on the sides of your troop count fills up, which is why in the early game it's important to send near the halfway point on the bar, or if possible time it to match up with the white bar so the units sent finish expanding right as you're getting your bonus troops Additionally at the start of the match your interest has a +5% modifier that decreases by around 0.1% every second until it reaches base interest rates. This modifier will be more heavily effected when entering red interest (1.2% -> 1% vs 5.6% -> 4.2%) Red interest happens whenever your troop count exceeds 80-90% of maximum capacity, which is based off of how much territory you have. Up until red interest your interest rate will remain at a set persentage regardless of unit count. This can thus result in someone with 900k units gaining troops slower than someone with 500k given the former is in deep red interest, and the latter is not.

So he only had easy opportuity to attack land CG took. reaching his boarder in the end left the opportunity for player 54 to work his way to CGs main territory properly. worked out fine in the end as they didn't work well as a team at all.

How many troops you gain, if you are in the process of getting a lot of land, you get a TON of interest, but when you’re bigger and gaining less, you are gaining less interest also
