There can't be a perpetual motion machine, because of things like friction, wind resistance and gravity. Forces act on a system outside of the device that will not allow it to be 100% efficient. So, I am not buying it. You can't get more energy out of a system than you have put in. I think it is a turbine rather than a fan.
