They often use this to trap adventurers in party’s they get commissions from. However they never told the adventurers these rules are unenforceable so when the inspector comes, they basically shout in his face “how things are done around here” while the receptionist tells him to shut up. They outright witness assault on the healer and give false testimony that his self defence was an unprovoked attack. Basically if adventurers are on their good side, they can literally get away with murder. And to top it off his old party knocks out the mage outside of the dungeon when she raised funds for them to try again so they could sell her and steal her belongings, which they werent given a second chance for. Tldr: they toned it down but the criminality is more rampant and extreme in the manga
