If the scheme was really about air quality in glasgow the council would find ways around traffic jams, alternative routes etc or even free public transport. Nobody wants to waste time in a jam but they do every day in the brilliant motorway system that is overwhelmed with numbers of cars with one person in them. To me its simple, parking outside cities and free bus rides in. For everyone, you never know we might even start communicating again.
