because in an earlier ep people got the wrong idea and thorugh they was dating (EWWW) but after jackson went fame mad an hurt hannahs feelings, he admited to being just her freind, so Jackson was established as a pal of Hannah, Lilly and Olly need them as it be odd for two of Miley best mates to also be best mates with Hannah, hence the need for them to dress up. WOW its really sad that I STILL remeber this after all these years
