Me personally, i think that the secret agent altered what actually happened. As we saw in season 22 secret seen, the secret agent just handed out the remote to lucky without saying much and there’s always transmission error and recording error. The seen shown to us in season 25 might be the secret agent altering lucky’s memory to show himself as a good guy so the alliance trust him. Thats why he was making the freaky face. Hey Mr Iso, I have a theory that Boom has made some impression by The Simpsons and Ice Age. If you don't believe me let's find out. In an episode of The Simpsons( I forgot the name), Mr Burns reveals that he is not father of Smithers Jr. He shows a footage. In which a nuclear reaction has happened. He calls Smithers Senior, he comes holding Smithers Jr and gives Mr burns his Child and tried to enter it just like Dave/ David (More Christian name) did and Mr Burns stopped him just like Cathy. However Smithers senior entered, he fixed it but died. Maybe that is what happened to David. Now it's time for Ice Age. There were three main characters in it Manny the Mammoth Sid the Sloth and Diago the Big Teeth Tiger. Let's consider Manny as Titan Cameraman an Sid as Gman and Diego as Juggernaut. In Ice Age 1, Sid forcefully mad alliance with manny. Then here comes diego who is against them but both of them confront him and makes him friend. Am I right? Im pretty certain the footage shown in season 25 ISN'T what actually happened. It was implanted into lucky's recording base by the administrator to make the detectives think he's a ally. But we know the actual way the interaction went out was not through a silly exaggerated conversation. As for why the administrator makes twisted faces when the camera pans out; animation quirk. But we can infer in universe this is one of the telltale signs the footage is not what it seems.

That recording from lucky cameraman could be fake, which secret agent made to convince the Alliance, this is already a common theory going on right now, I guess. 2. Whenever the secret agent is around there was always both transmission error AND recording error. This means two things, first is it's support my first point, second is the lady at the end of season 25 compilation is not the secret agent since there is only a transmission error. However, this entire point would fail if it's turns out that the secret agent can "turn off" his ability of making recording and transmission error, not that I don't think he can do that. 3. That scene with the secret agent probably meant for a comedic scene and/or a reference to his old videos, like in his videos titled "america" non toilet characters also did somthing similar. This is already long enough, so that's all.
