So what were they using the revenue of fines and tickets for? I thought that is what the money should be used for to upgrade the roads and traffic systems. Jamaica only tend to the resorts areas but a lot of tourists drive on these roads in fear because if it's not a truck bombarding at you at full speed they're behind you the traffic system roadways and pavements need to be put in place.
