Popoy de Vera is right. First: Education is the only liberating force for the poorest Filipino families, and Second: The quality of education in state colleges and universities has improved quite remarkably. But the current Sec of Education has reduced the budgets of SUCs, engaged in questionable movement of funds, and put higher premium on his confidential funds. We have an incompetent Educ SEc that's horribly harming our youth. SHE MUST BE REPLACED.

I am in no way defending who u’re referring to, but pls know po na walang power over higher education (including SUCs) ang DepEd Secretary. All Filipino students deserve free tertiary education. The hope of the nation deserve this benefit. Kapwa natin Filipino makikinabang. There's no need for tests. The goal is to encourage every Filipino student to participate in the plans of the Philippine government for the youth. Add more classrooms, public schools, teachers, books and health programs for students. Although more private schools will now suffer more setbacks. But the step to a better future for our next generation has been secured. This is the push we need for students to persevere in education to achieve better lives.

As a state university professor, I believe that only bright and deserving students whether rich or poor should be accepted in our state universities and colleges because they are using people's money for free tuition. Parents of rich students are also taxpayers so excluding them in the state university is unfair. Admission test should be strictly observed because its the only way to identify the bright ones to enter college. We don't want to spend people's money for poor and undeserving students. Let's not conclude that those who dropped out of school will immediately go to the mountain.

In Italy we have a system where if students don’t study hard to do their exams they’re not having free tuition anymore but how can we blame poor? College is not all about tuition and there’s more expenses connected to education such as food expenses, transportation and so on. I think, filipinos in the Philippines want to limit it because people don’t really want people to have higher education for people in the workclass community. I don’t trust filipinos for this reason.

The distribution of intelligence and ambition around the world is equal, but the access to opportunities is not. Malcolm Gladwell's book "Outliers" argue that a critical key to success is less about who you are or where you are, but whether you have (not) access to the same opportunities as others. I hope DepEd, CHED, and TESDA get their acts together so that there are alternative paths. There are successful individuals who did not pursue or complete a traditional college education.

Kung papatuloy ito it will cheapen the value of a college diploma to a point where it isnt even useful for employment anymore, everything in this world is bound by the rules of supply and demand, including education. The best thing the government should do : 1. If the goal is to decrease the poverty rate and increase the middle class then free college only for those who cannot afford. 2. If the goal is to be more competitive globally, then free college only for those exceptional students. I also believe that its high time we pay our skilled workers like how we pay office workers.

Should the government desire to have more under privilege avail of free college education, then they should seriously look into the quality of elementary public school education the underprivileged are getting.. It should not be taken against children who have been sent to exclusive schools. UPCAT qualifies the abilities of students to cope with the university’s standard. Be reminded that it is taxes of people who earn more, fund the education budget and therefore it is unfair to say that their children should not be equally entitled to free higher education.

I don't understand. If CHED has enough budget for education (free ed), TES, etc., then why was one of its categories (schools with no SUC/LUC) eliminated? Although some students are studying in private schools, that doesn't mean they are rich. Like dito sa province namin, malayo ang kaisa-isang State University na meron kami. And limited din ang bilang ng pwedeng tanggapin sa State University na yun. So walang choice ang ibang students but to enroll in private colleges only to continue their studies. The TES Grant absolutely helped them since they are studying in a private school with No SUC & LUC. But this privilege was taken from them since nawala ang Residency category na ito for AY 2022-2023 & 2023-2024. Of course, expect po natin ang higher drop-out rates, coz the RA 10931 they believe that is still standing...is gone.

This is all good talk but lack actions because I know an indigent student who applied for Ched student benefits as this law called for but never received a single cent from this program! Maybe this secretary is not aware of what his underlings are doing in implementing this program…or is it possible that corruption is happening with this program? But fortunately, this student had just graduated from SLU College of Pharmacy this year with the help of an overseas family. If this law has helped a single well to do family go to college, it shows how unfair this program is being implemented by Ched! And I believe this is not an isolated incident but many other indigent students were victims of how unfair this program is being run by Ched bureaucrats! I hope this charade of good talk and improper implementation of the law is investigated and exposed and the guilty perpetrators are prosecuted!
