if you want to recite any part of the Quran from a specific portion (For example middle of Surah Baqarah), all you have to say is Ta'awwuth (أعوذُ بِٱللَّهِ مِنَ ٱلشَّيۡطَٰنِ ٱلرَّجِيمِ). This portion of Surah Hud is around beginning to middle, therefore you do not have to say Bismillah. You usually say Bismillah only when you start the Surah. Similarly, when you start a new Surah, you do not have to say Ta'awwuth (أعوذُ بِٱللَّهِ مِنَ ٱلشَّيۡطَٰنِ ٱلرَّجِيمِ). When you first start initially reciting, this is when you say Ta'awwuth AND Bismillah (if you are reading from the beginning of a surah of course). And Allah knows best. I hope this clears anything up and correct me if i am wrong 🙏

Quraan Surah Hud aya 45 tafsir by Maarif-UI-Quran: *Fourthly, it was stated: In your sight these poor people may appear lowly and disgraceful. But, I cannot say as you say that Allah Ta'ala will not bless them with what is good, because good relates to one's heart, not wealth, and only Allah knows the secrets of hearts and He knows whose heart is worthy of receiving good and whose heart is not. Then, it was said: If I too were to start calling them lowly and disgraceful, I too would become unjust. (Result on google about Ma'ariful Qur'an) Ma'ariful Qur'an (Urdu: معارف القرآن) is an eight-volume tafsir (exegesis) of the Quran written by Islamic scholar Mufti Muhammad Shafi (1897-1976).
