Upon discovery of the Loc-Nar from the original film, a miner named Tyler (voiced by Michael Ironside), becomes possessed by an insatiable hunger for power and a thirst for immortality. On his way to a planet which has a fountain of immortality, Tyler makes a pit stop at a planet designated F.A.K.K.² (Federation-Assigned Ketogenic Killzone), because its inhabitants, the Taarakians, carry some immortality water in their bodies. Tyler abducts a few people and kills the rest, but misses one: Julie (voiced by B-movie queen Julie Strain). She vows to avenge her family and kill Tyler before he reaches the fountain-unaware that her sister Kerrie (Sonja Ball) is actually still alive. She is aided reluctantly by Germaine, a former member of Tyler's highjacked crew left abandoned after he attempted to protect Kerrie, Julie's Sister.
Their search takes them to a space station that appears to be a hot bed of sleaze and depravity. As Tyler prepares to rape a waitress in a strip club, Julie intervenes and attempts to kill him. However, Tyler uses a serum his doctor created to immediately regenerate even his most fatal injuries. At that point, he blows up the club with grenades from Julie's bandoleer.
After escaping from the explosion, Julie then tracks Tyler to a desert where she meets a mysterious alien named Odin (Billy Idol), and his charge, Zeek (who is a talking rock who always refers to Julie as "soft one"). Tyler discovers a race of reptilian beings; he challenges a champion and then their leader to a deathmatch in which he is almost killed. He wins by throwing the leader into the lava pit, then asserts he is their new lord. Julie enters the city under the guise of a woman the reptiles found for Tyler, and attempts to kill him by jamming a horn from the previous reptilian lord's skull into Tyler's throat and attempting to shove his head into a lava fountain. Her attack fails when Zeek, ordered by his master Odin to extract Julie, grabs and overpowers her, leading her back to Odin, which only angers Tyler.
Julie infiltrates Tyler's ship where she finds out Kerrie is still alive, and discovers that Tyler has been distilling the immortality serum from her peoples' bodies. She sneaks in and attacks Tyler's doctor, damaging him and revealing him to be a robot. The attack also sets the complex ablaze with blue flame. Julie manages to release Kerrie, and they escape just before the complex blows up. Tyler sees the explosion from the distance, and is devastated that his source of regenerative serum has been destroyed. He takes out his aggression by killing one of his soldiers, then proclaims to make Julie immortal so he can rape and kill her every hour of every day for eternity. Deciding that time is of the essence with his ship destroyed, and himself down to three vials of regenerative serum, he orders his troops to immediately amass on the citadel where the immortality-giving waters are located.
Meanwhile, back at the sacred city where the fountain is located, Julie undergoes the ritual Taarna did in the first film and is outfitted in skimpy armor. Along with her sister, and Germaine, the three help fend off Tyler's army, although they are unable to keep the forces from breaking through after the elder of the city is assassinated. Just as he activates the fountain's lock, Tyler is confronted by Julie one last time and they fight. Tyler appears to have the upper hand, until Odin intervenes and is injured, giving Julie time to viciously tear into Tyler, who shrivels up after failing to take another of his ampules. Odin then reveals himself to be the last of the race of creatures responsible for creating the fountain, and mocks Julie and Tyler for helping him get this far. When it seems all hope is lost, Zeek takes fate into his own hands and pulls the Loc-Nar from its pedestal, sealing Odin behind inside the fountain and sending himself into the depths of space.
The film closes with Julie being helped out by Germaine and Kerrie, while an ending monologue is delivered by Zeek, confirming the stone is safe in his care against evil forces that may come to seek it again.
