The dogs are working dogs: they stay in the rain with the livestock. If you let the dogs in the house during the rain, especially younger ones, they will learn to go to the home in the rain. They will abandon the sheep and goats they should be guarding. And they won't go in a shelter. They think they're sheep, just fearless ones. Instead of hiding out of the rain in a lean to, they will follow the sheep, always looking out for danger.
