You can, this road is just famous for being overcrowded during peak server times. So that's why a lot of people decide to drive down it because it's usually congested.

most players will play and never once encounter a moderator, you might see the result of the action of one, but many wont ever see one, after playing close to 100 hours, i have only seen one player get kicked for reckless driving when he overtook me at 100+ km/h at a 90 degree turn.
