Yes. In New Orleans brass band music, the tubaist (often sousaphonist} improvises a bass line just as a traditional string bassist does. See Kirk Joseph and Philip Frazier. But in this band I can see how they make the tube essentially a bass-trombone in the ensembles; but he does do some of the bassline thing!

The late, great Howard Johnson (HoJo - SNL's first band leader) instituted low brass ensembles back in the 60s in which the brass was far beyond simple bass lines - and they almost always incorporated a string bass or bass guitar. kzbin.info/www/bejne/p5LLeX6eoLGEl80

In an attempt to disabuse the world of "tuba as oomph" thinking, another Project that HoJo was involved in was Taj Mahal's 1972 Fillmore East concert.double album "The Real Thing" with HoJo, Joseph Daley, Bob Stewart and Earl McIntyre on low brass. Note the electric bass doing the "bass thing" and the horns supercharging the jet drive component. For me this is the ultimate jam band piece.
