This video's old, but if anyone is watching, the question asked at 22:00 or so around discarded cards - conference cards are reshuffled before dealing cards during every odd-numbered conference.

Very informative. Thanks for posting this. One thing I noticed- Stalin does not get a ‘Nyet’ bonus- the Stalin card is not considered to be a staff card.
