A thought I’ve had is that Melchizedek was one of the men just before the Tower of Babel who were living 400 plus years, and this saying of him, not having farther or mother was just a exaggerated saying about him that symbolically points to Jesus

Some people think it was Shem because he still would have been living during that time and he was somone still left and probably the only one left from the old world before the Flood. Noah would have been dead at this point in Abraham's life.

If Melchizedek was Jesus then was he an actual person who lived in that area or just a person who seemingly popped up from time to time?

It is hard to say for sure. It seems to me that there has always been a high priest and still is today. We see Melchisedek before Sinai and we see in Job 1 and 2 the sons of God particiapting in practices that God later gave to the children of Israel at Sinai. There clearly was another order of priests around before the order of Aaron. The question is was it one individual who lived throughout that time period or was is several?
