Tsubaki clearly deserves the win as she could've decimate the whole chuunin arena with snow storm slashes and not only that she is clearly way more skilled to the point that her data stats went off the radar that even Denki acknowledged that she could solo anyone on his team and she was even more impressive that she's able to deduce the weakness of scientific tools that she knows nothing about but they have to nerf her because every team must have 1 chuunin. It's so dumb that they have to make Wasabi a chuunin when clearly she doesn't have the quality to become one.

Tsubaki's Secret Sword techniques require gathering up all her chakra into a single slash. And when she first used Snowstorm Decapitation, she said that messing up the technique could potentially kill her. So basically, it's an all-or-nothing oneshot technique that's only practical as her opening move. And given Tsubaki's trademark arrogance, she'd never go all out 100% right at the start of a tournament match. Especially not against Denki, who she repeatedly underestimated.

The animation with Tsubaki's swordplay was phenomenal too, I like when she used her foot the level the sheath so she could kick it straight into Denki's eyewear, that was literally the cleanest kick in anime history at 8:32.

@@lutive4594 you dont really need a sharingan to pull off a chidori. kakashi made the chidori without sharingan but he cant dodge enemy attack very well with it because he is going too fast he might get slashed while he is charging for the enemy and obito sharingan helped kakashi mastered it because he can clearly dodge the attacks now while he rushes the enemies

At that time scientific ninja tools is not well-known and if somebody propose to you to allow the use of overpowered tool that doesn't require any skill to use in a traditional exam, what would you do ? Mind you, Naruto rejected the Jutsu Thrower (made up the name) tool to be on the exam, because it kills the whole purpose of the exam. Now, time has passed and possibly Naruto and Katasuke is getting closer, Naruto surely realizes how much of a big change Katasuke is for the ninja world. Since Naruto embraced Katasuke's chakra absorbing hand. He also realizes that in this age, a talented intellectual is no less greater than a talented fighter. So he gave the chance for those intellectuals to develop their own tools to compete, because if they win, their technology will help the village arsenal itself AND breeding some new big potential battle-hardened scientist for the future.
