I worked on contract with FEMA during Hurricane Katrina. This will be a slow process. Locals will bear the brunt of recovery until govt funds become available to send FEMA. Money for six states. That means executive order or an act of Congress. So for now, they wait and pray...

‘Some people resorted to looting from local shops just to survive.’ Give me a break. Those two people on film, who I’m hoping get arrested, did not “need” to steal from a fancy independent clothing store to survive. They are thieves and not surprisingly (and guessing not the first time) took advantage of a sad situation. Stop giving these people excuses for horrible behavior. It will take MONTHS to restore electric power and up to 10 years for homeowners and businesses to recover. Sadly, the majority of people will Never recover. Cannot get food or supplies in when the roads and bridges are washed away. Supermarkets cannot reopen for months until the first cleanup and then replace all of their burned-out refrigeration storage equipment.

In that situation I wouldn't even use the word looting under those circumstances. I'd call it scavenging. It wasn't just like one road or bridge got washed out. The towns were flooded.
