Had the Mustang not been racing, the bumper would have not fallen off at that time. Either way, insurance would not be responsible for any of the two vehicles. The illegal activity caused this damage. The burden of proof is heavier upon the Mustang operator to prove that his bumper was not loosened due to the rear wheel modifications causing fitment issues or previous removal. The forces and expansion experienced at those speeds are surely a contributing factor. The follow-up would be contacting the respective agency within the jurisdiction the activity commenced and a warrant would likely be applied for. In your terms, take the L and move on.
