why Coh2 is mostly positive on steam but Coh3 has mixed reviews ?

Both games had rocky launches, with CoH 2 they've had years of fixing up the game and making it better, which is reflected on its better reception now, whereas CoH 3 is newer and they are still working on getting there, also reflected on its reception, simple as that. It can be argued that with CoH 3 the launch should have been better, due to past experiences, but discussing that is outside of the scope of your question.

Honestly I feel like the biggest issue is the campaigns. I think you can recommend Coh 1 and Coh 2 for their single player campaigns, but I couldn't finish either of Coh3's campaigns cause of lack of interest. I think without a good singleplayer expeirence it's hard to get people in and justify the people paying $60 for just the multiplayer. Especially when the multiplayer was/is a work in progress.
