FYI: The new drone regulation harmonises the rules on drones throughout the EU. For the Finnish drone users, the regulation introduces an obligation to register as a drone operator in the new national register. In the past, the obligation to notify on the use of remotely piloted aircraft has only applied to the professional users of drones. The registration is required according to the new rules, if you are flying a drone weighing 250 g or more or a drone with a camera. When you are flying a drone weighing less than 250 g and has no camera, or a drone that is defined as a toy, there is no requirement to register as a drone operator. If the drone operator's place of residence is in another EU member state, they must register in their home country. If the drone operator's place of residence is outside EU, they must register in the first EU member state they intend to fly. Registration costs 30€ for 1 year, 75€ for 3 years or 100€ for 5 years. All drone pilots will have to familiarize themselves with the rules on flying a drone, and in most cases, pass an examination. For common drone hobbyists, passing the online theoretical examination is usually enough.

There are no process to convert tourist visa to work permit in Finland, if it already isn't allowed by your Visa. But if you're legally in Finland, you can apply for residence permit for work, which could be more what you actually intended to ask. But to get it you first need to have a work contract, which would give you enough income for living in Finland. And even then the labor administration must have advised the Finnish immigration services to give permits for the kind of jobs you have the work contact.

Why do you think being a student would somehow give different rights than anyone else? It depends highly on what your business would actually be. Some forms of business like financial services, medical care etc. are highly regulated, some are illegal etc. People come from everywhere all the time for business trips to Finland. You seem to have weird views of business.

Sometimes people use the word business to mean being an entrepreneur. Perhaps founding or owning a company in Finland. In that regard students are no different from other people. Moving to Finland as an entrepreneur is one possible way to immigrate to Finland. There is separate residence permit type for that, different from the residence permit for studies.
