They need to put the cards behind the counter like cigarettes. And if that merchant currently allows for gift cards to be returned, they should stop that. Doing this would significantly reduce the amount of tampered gift cards being sold there.

Gift cards can't be returned it even says it on most cards i had 2 prove i bought a apple gift card the funds weren't on it then wait 4 apple to send it 2 me i haven't bought a gift card ever since i just add a card 2 file

Kroger knee jerked a few weeks back by keeping major gift cards at the register or customer service, which is quite inconvenient. Then recently the brand puts those gift cards back on the shelf where they used to be with one smart change. Those cards are basically "headlocked" to the shelf hangers, and cannot be put back without releasing the lock to avoid tampering. Once you pull a card off the headlock hanger, the hanging hole on the card is physically broken and cannot be put back without revealing the broken hole. Quite smart, you have to see it to believe it.

That happened to my uncle he bought my daughter a gift card she went to use it and they told her it was already used she looked on the back of it and saw it was scratched off a customer service person at Home Depot told my daughter that there was nothing they could do about it until my daughter called their cooperate office my daughter had to give that person her phone so the cooperate office could tell her that my uncle could get a refund because someone basically stole the money so she got a new card.
