I Used to Watch This Show when I was a Kid It Sucks that they Nerfed Hercules Power so Much he should be Stronger then this he is the Son of Zeus and he went to the Academy on Top of that and Trained for Years, He should Be Throwing Fools around like Rag Dolls.

He did show to be incredibly strong a number of times throughout the series - I think they thought of it as being a "in the moment" sorta thing. He CAN be that strong but isn't ALWAYS that strong - it kinda makes sense, if he was constantly that strong he'd accidently break everyone and everything. And the way he's portrayed, he probably wouldn't want to kill most of the people he fought. I don't know, that's what I figure at least.
