The falcon 9 times the landing burn just right so usually there wouldn't be fuel in the rocket, but spacex uses highly refined kerosene (RP1) so it like a tank spill but on a minimum level, also there are support ships nearby to clean up the drone ship or water so people can examin the drone ship or water, sorry for long answer
