When would be the best time to do these? Won't they only suck on your fingers if they're hungry? But doing this while they're actually asking for food might be frustrating for them?

Babies under the age of 3-4 months have an automatic sucking reflux so they will suck on a finger at any stage. You can do these at any time. Short sessions, multiple times a day will generally yield the best results :)
