Instead of giving lots of money to a government like the Namibian one, which is not really renound for its transparency, it would be much better to allow Herero and Nama to get access to universities and/or job qualifications in Germany; maybe allow them to get easily the German citizenship; enforcing of exchange programs. With the skills they could learn in Germany they would be in the condition to bring development and welfare to their people and their home country. The problem is that SWAPO and Namibian government are mostly in Ovambo hand. The Ovambos were the former arch enemies of the Hereros back in those days. With the genocide of the Herero, the Germans alterated the balance of power between the different tribes and, involuntarily, they did a favour to the Obambos, annihilating the Hereros. Germany has to recognize this crime, it was the first genocide of the 20th century, and it should compensate in an intelligent way the descendants of the victims, not a corrupt government like the Namibian one.
