He's the result of an experiment to make a human in a lab. There was an explosion that mixed his DNA with the DNA samples of every hybrid that was there before him, so he's basically a mix of them all, while also basically an artificial human

Well, in this AU it has been made very clear that the whole "Dream vs Tommy" thing was just tem messing around and tricking the other players into thinking they hate each other. All the Admins are more or less friends and Grian and Dream already proved their trust Also, they're mostly just concerned for X because his Server is the mainlytargetted one by Watchers etc. for how big and popular/famous it is (and how many powerful people it has)
