I think this sounds like Austria is playing the piano, and Prussia the flute (it matches really well). It just had to be done, I feel like Prussia would be a pro at this XD
And for those who are wondering: yes, this playable (it takes some practise though, I tried it out on my flute a couple of times) :)

It's been 9 months so I don't know if you still want the question answered but the reason the fanartists give Prussia a flute is because Frederick the Great (King of Prussia, nicknamed Old Fritz both irl and in the anime) was a musician who played the flute. He composed a heck lot of sonatas for the flute and he's listed as one of Prussia's 'likes'
