It's from the binary system,,, From octal to hexadecimal there are two steps. 1)in groups of 3 -why? - bcs 2^3 = 8 (octal) 2)in groups of 4 -why? - bcs 2^4 =16 (hexadecimal) Therefore groups of 3 means,,, 421= (2^2) (2^1) (2^0) So groups of 4 means,,, 8421= (2^3) (2^2) (2^1) (2^0)

You can also convert 16th to 10th base by expansion and then by dividing by 8 you can get octal. This way is also new for me as I am learning this conversion for first time.
