you need to beat the heights survival [accesed by feeding bloxley's last tix to thazzalean] then go to the left based on where you entered, there is some windmill parkour, at the end is a rusty dagger, go over it to pick it up. then feed it to thazzalean

Actually there are multiple spots where the knife can be gotten form, spawns randomly
