I like to think of reverse genocide order: Flowey, Sans, Mettaton, Undyne, Papyrus, Toriel. Y'know, Flowey kinda fits. He's the only one able to use saves other than us so he was free to do anything in the underground. I like to think that flowey jevil is the sorta the same, but he's already lost his ability to save but is still in denial about being unable to. So he still things he's free but "going along for this run so he's not resetting yet"
