There is zero chance he meant to double dash. There are a few set oki options after level 3 and dashing twice is not one of them because you're right in their face and basically negative infinity.

Does double dashing put him at a disadvantage.. yes. Does he know that.. probably. But does that automatically mean he didn’t mean to do that.. no. When fighting blocking opponents sometimes you have to put yourself in a vulnerable state to get them to let their guard down and that’s exactly what it looked like he was going for. Was that a mistake in this case.. yes, but all risky moves are, and just cause he’s a pro doesn’t mean he won’t make any no matter how unadvised under the circumstances it is.
