Galactus is actually an equal to Oblivion, Death, Eternity, and Infinity. When they had a meeting they even said they look at Galactus as an equal, Galactus existed before this universe even was created. It just depends on his "actual power" how "full" Galactus is, if he's devoured enough planets then it puts him on the same power level as the Phoenix which is a multiversal entity.
