why wasn't this question asked to the get-go founder: is it fair that ride-hailing, and car-sharing companies should be bidding under the same categories and not separate category

COE quota for cars used for carsharing, rental, grab/gojek/etc should be separated and parked together with the quota reserved for taxis. Give family with young kids a chance to own a car. P.S. I sold my car when my son entered P1 coz I feel I can make do without a car. Not driving since 2017 but I empathize those family with a few young kids w/wo maid.

High prices will continue to stay only because government wants the extra money, and will price it to whatever the market can bear, and beyond because they have the data that people are willing to pay. Government could have come up with ideas to solve the traffic problem without using monetary penalties. But they always go with fine-ban-tax solution because no thinking is needed.

Ask the MP and minister to take Public transport. It is a human right to own a car, who gives a damn about the environment or how small singapore is. Having a car, you get your own space, privacy as well. With COE as state revenue, yet GOVT still increasing Public Transport prices, it is just the matter of time that public transport will have the same fare as private hire fares.

I would have liked to hear more opinions on the privileged who drive up COE prices by having 2 to 3 maybe even 4 cars per household? As opposed to 1 per household (400,000 owners as stated) for the general population struggling to own one. As Steve says "it would open up a can of worms", but perhaps it needs to be opened, to ensure parity in the system.

The ministers and civil servants can lead by example by taking public transports for work and transiting between meetings. The public transports are pretty comfortable as long as you are transiting between connected areas. There is a need to convince people and walk your talks. That will ensure improvements are quickly addressed because the impact is felt more quickly. Today, there is a lost of sense of the the ground as the group who are driving transportation policies are not affected by any shortcoming, so policy improvements are often slow and it is also often "I know it best" from people who don't take public transportations. Once in a while wayang wayang take public transport during non peak hours does not qualify you to know the ground.

if we learn how to share cars systematically, the cost can be divided by 10. The COE price needs to go higher for car sharing and PHV to reach tipping point where they become available easily. What is fundamentally wrong is that a good part of the excess tax monies collected are diverted to the pool of reserves to benefit future generations instead of subsidising public transport and or setting up a car sharing voucher subsidy system for the needy people.

Fact is only 25% of households owns a car - 400k cars among 1.7mil household. It's just what is most efficient way to distribute use. Cost should not be based on ownership but on usage. The whole point (the official narrative) is to control cars on the road so our roads dont get choked. Ownership doesnt choke roads, usage does. Just extend the erp system to all roads and have a dynamic charhing model based on prevalent traffic conditions. More cars on road higher pricing for that stretch. Have an app that allows ppl to then choose route based on fastest time or cheapest price. Cheapest price means lower traffic roads ie. Traffic loads get distributed more efficiently across the road network as well as over time of day. The technology is there. It isnt high tech. Of cos this means money in govt coffers trickles in instead of massive chunks every month. I think thats the real issue why not?

It cannot just be based on usage alone. If ownership has no control, then you will have a lot more, way way more cars on the road than now. And you will then have heavy congestion on every highway, the popular places, and the CBD areas. Without even talking about the cost that congestion will put on our economy - buses and commercial vehicles stuck in jams, late deliveries, higher cost of goods delivery etc - would you as a driver be ok with being stuck in a jam, taking a much longer time to get to your destination even though you have a car that should mean more time savings? And the land required for more parking? Fuel burned and extra exhaust pollution when you're in a jam? It isn't that simple nor straightforward.

In HK, cars are relatively cheaper to buy than Singapore. The effects are parking cost and the costs to own a carpark lot shot through the roof, in some areas close to the price of a dwelling unit, and become a speculative real estate itself. Defeats the purpose of your proposal - make cost of car ownership cheaper than its usage.

The number of availability of the COE is pretty much fixed every month. Whether it’s $1 or $500k per COE, the total number of cars on the road will not change. If the government feels that the road congestion is getting bad, they can adjust the number of COE available for biding for coming months. It’s a perfect formula for controlling the number of cars on the road to prevent congestion and pollution. But the question is, since they have a perfect solution and formula to control car population, why car owners still have to pay so much taxes for their new cars? Whether the additional taxes for new car is 1% or few hundred %, the total number of cars on the road is still the same. Hence, the only difference is the tax revenue and it has nothing to do with congestion.
@sleepandrelaxation3395

Well, if you think about it in more depth, reduction in tax will likely transfer to COE. If all the car buyers are willing to pay up to $200K for a car, even if the car price drops to 0, the car buyers will simply bid more (up to their budget) for the COE in order to secure the purchase.

@@ttgleo957 well, the same can be said about any financial incentives that we already provide to parents via baby bonuses and the like. your argument is too simplistic and slippery because I doubt people would have kids just because of any incentive alone --The way i see it the incentive does help to alleviate some of the concerns about having kid, but I certainly wouldnt want to have kids just for that reason alone. In any case, in the roll out/announcement of this proposal it should always be reinforced with public education that they should think of other considerations before deciding to have a kid - which should align with how the current financial incentives should be thought of anw. Also, to clarify, I didnt propose to guarantee a car - i propose to guarantee a COE instead - you will still need to purchase the car and maintain it. It is unlikely that everyone will want to exercise it because of the additional expense and trouble. And if you sell it back on the COE market, essentially the COE revenues that would have otherwise gone to the government goes to the parents to support the child - think of it as a redistribution of tax monies to support nation building.

The largest argument for COE is that without it Singapore would have unlivable traffic due to the population and size. It needs to be remembered that it is a blunt tool to reduce vehicle ownership and in turn usage, this would have been necessary when it was first devised as technology (GPS tracking etc) was not as advanced. However, with the current technology available such as GPS tracking, the internet and smart phones it would make much more sense to remove or reduce COE and directly tax the usage. An example of this would be variable usage charges per km based on how busy each sector of the road network is (for example during commute times higher fees for travel to business centers). This would still provide the financial incentive to use public transport etc but allow people to have a vehicle for emergencies, family excursions etc, many that would occur outside peak demand times.

Maybe the Govt has not realised that many things are a fine balance and correlated to each other ? Roof and Transport are two of the key concerns. An unmet balance leads to the end result of a dwindling Singaporean population and bringing in new citizens isnt the long term solution. We need to address these concerns quickly and strongly.

The thing about car sharing/ride hailing is that they still require a degree of planning. But life is not always predictable and sometimes you literally need to get somewhere 'right now, immediately' without warning (for example, to hospital), and car ownership allows for that.

Not to mention the joy of Singaporean to be able to drive in Malaysia to Thailand, to Himalayas by car and train driving a car in internationally and not being branded as worst driver in the world anymore. The traffic in Auckland is worse; there's only 1.7 million people but 1.4 million motor vehicles (there's fewer than 1 million motor vehicles in SG). Having said all that, the govt should come up with a scheme to make it easier for families with kids to own a car! I have adapted to whatever challenges come. And mind you, i often bring my two kids out by myself. Just a tip to other parents - just don't be bothered by the people around when you travel on public transport. You just focus on taking care of your own kids. There were even times that my baby cried in public transportation, and i got really kind elderly who came over to entertain them or to extend a helping hand. I guess it depends on individuals but for me, i am mindful that some people dont like the cries but i don't feel stress at all when my baby cried in that enclosed space. Haha.

My simple mind believes that housing and car ownership is a basic need, especially for caretakers, but the idea has to move forward, if we think that hdb is a leasehold then the sale should go back to gov, then gov gets to resell it, control the price. SGcarmart has a curious video about kinto car leasing with its service apartment like hassle free leasing, at the 150k cat b coe, that seems to be an option for longer term car 'sharing'. Don't think getgo or bluesg is the answer, have to clean every time. Replacing private cars on the road with public cars yields similar congestion and carpark issue. My simple mind says that the gov has a solution, just need to work out execution or abuse prevention. Cars also have to evolve to meet our long term goals, downsize them to mini evs that can do maybe 200km range, takes up little space, doesn't go too fast. After all if ev thought us something, it is torque and pick up that matters, we are not racing, 200nm maybe enough. If you want more parents and more babies, roll out a good hdb plan and car ownership plan. If you want children to take care of their young seniors, same plan.

Nice important podcast but I didn't hear any real solutions. Traveling without kids is easy in Singapore even during rush hours but unfortunately having kids is a different ball game. There is no way I can get in to MRT from after 730 am is always packed. The same for the bus from 730 to 930 am all full or with the stroller already. So how to get to the Dr appointments, preschool etc etc. The time travel will be really long and frustrating. Gov is trying to encourage to have more kids but maybe instead of bonuses they should lower COE for families. Especially to carry small kids. I would implement: -Lower COE for families only (up to age 7 discounts) -Designated and separated space in each MRT train to fit strollers. -Redesign buses so they can fit more strollers. -Grow Get go services even more. Help them to grow. - Discounts for families to use Grab.

Set up a co-operative to lower cost of car rental, where rental cars are available in all car-parks with more than 50 or 100 car park lots. Look at any car parks, up to 10% to 20% of the cars are left unused in all car-parks at all time. If car rental fees are similar to or lower than taxi fares, there will be much less need to own cars and leave the car unused 80% or more of the time. Owning cars will be left to the rich, but driving cars will be available to most people.

COE is a Tax... so let the government collect tax on (most of the time) unnecessary items like cars and reduce it on things like GST instead. the CoE should be multiplied with each car per household. for example 1st car 100% 2nd car 150%, etc... and car sharing (taxi?) schemes for professional use only should be at 50%. There should also be some scheme for families with young kids or elderly with mobility issues. Ultimately cheap car sharing schemes is the key on such a small place as SG.

The cost of owning a car is primary driven up by car rental (sharing or phv rental) and even private car owner phv. When a business do not have to justify their cost , passing down all their cost to the consumers, then they don’t have a cap to bid the COE. Private car owners with the exception of ultra rich will eventually be bid out by the PHV and Rental companies. Putting them (car rental and phv) in a separate commercial category is the only way out of this, so the business can be controlled by the natural market, that eventually taking a phv or rental will be more expensive than owning a car. I don’t know why such simple economics noone in the authorities can’t seems to see it. And for the people who say this doesn’t affect you because you take public transport. Remember everything in the consumer market require logistics. When all coe goes up, so will your goods delivered to your home or even to the supermarket.

Government needs to revamp the COE system. It’s 30 years old and today unlike in the past, the fleet management business model like private car hire companies are driving the COE prices to record levels leaving families who needed a car not able to afford one. Fleet management companies can bid as high as they want as long as they can rent out their cars. The higher they bid, the higher they charge the rental to pass on the higher COE cost to them. So these companies need to have a separate category of COE so they don’t mess up the COE prices for individual owners like families with children no old folks who needed a car. I am sure the government is fully aware of this but maybe reluctant to make any changes due to the potential huge adverse revenue impact for the state coffer. Until the crazy COE prices become an election issue, I think nothing is going to change. Increasing COE supply did nothing to stamp the record prices. So what’s the point of doing it just to show the government cares and is doing something? If you do something and it doesn’t work, why waste time? The crazy COE prices make Singaporeans and Singapore a global laughing stock.

The current policy of COE will still make people who can afford and business or individual who need it to buy a car . Rich people want it. Business people need it. Individual need it . The system need to fine tune not to allow for commercial biddiing that lead to high COE . Is a natural aspiration for people to own a car and enjoy the thrill of driving a car on our nice expressway and clean road. Please come quickly with a system balance for road usage charges in day and night besides high taxes through COE. If this is not solves many unhappiness will accumulate and cars will be super expensive in one and only country.

The COE system is a cash grab, but there are ways to save it. 1) pay as you bid, 2) multiplier for each additional car per registered address, 3) one exemption or discount per address, given 2 or more kids under 12, or anyone with medical mobility issues. No more dealer or group bidding. Make it so the buyer is bidding directly so it's more transparent. If you want to reduce car use, you'll have to either distribute cars to those with high utilisation and use case or heavily invest in public transport to make it convenient and better connected. We should aspire to improve quality of life, not price the majority out of comforts.
