So this is what happens: This is a tournament that includes Qualifiers to decide the Finals tournament. Players have to be 21 and Under at the time of the *first* qualfiier. Either that or be born in the year 21 Years prior. So since it's a 2 Year tournament, some players are actually 23 Years Old by the time the Final tournament occurs.
