Look at the clever language of the order. It does not say it will count the commode, it says it will count the "seats", making it clear in subtle language that those extremely poor households which have been given the benefit of toilet by PM Modi and those who still call themselves proudly as "Hindu" will be taxed. The more sophisticated ones will be spared. And this has been done just one day before Haryana goes to polls, making it clear to the Congress voters that you vote for us and see how we make the life of Modi supporters a hell. It was a clever indication given to all the secularists and islamists of Haryana.
