Okay , soo basically its a full fledged mosque. It contains everything linked to islam ,example the restaurant u saw is basically for many purposes like for marriage /nikah ceremonies or iftyar /breaking the fast during ramzaan or for other things you basically dont know but we muslims know . The shops you saw were basically selling religious related things example hijaabs for womens or non muslim visitors, prayer caps ,beads, perfumes, prayer mats etc . Hijamma isnt hair cutting its an islamic way of curing many illnesses , its also called as cupping , yes they may cut hair if required !! Those people weren't bathing but making wazu ,something thats necessary to do before offering prayer .. yes womens are allowed to go to mosque ,there no such thing as they aren't allowed but yes they have option either they can go to mosque or choose to pray at home. And the rooms you saw could be for "Aatiqaaf" purposes and the rooms for the operators of the mosque, ... There may have library's also even some mosque also have schools and even hammam's ....

Non muslims are allowed to enter masjid in islam if its banned anywhere in india or iran that's their fault and they aren't following islam. Also women are allowed to enter masjid and pray in seprate section or behid men but its not obligatory for women to pray in masjid, while it's obligatory for men to pray in masjid that's why mostly men are in masjid. So most of the women pray their home. But it does not mean that women are not allowed in mosque.
