I remember being so confused when I watched it It's clearly set in england but everyone speaks german I thought it was some sort of alternative history where Germany had conquered the Great Britain or something

Everyone speaks German, as the three books of the story are written in German. The story takes place entirely in England. In Hollywood films, often all characters speak English, regardless of where the story takes place. It's the same thing.
