In the U.S. The fabric is sometimes called "spacer fabric". It's the same as what's used for bra cups.

Please the skirt pattern, would it be your normal hip measurement or bigger ??

You’re not adding any allowance to your pattern, you will only add to your fabrics and that depends on how thick the foam is
