I think Konan was overshadowed by Nagato tbh. She is extremely strong but never got developed as a character because Kishimoto focused on Nagato and kind of made her Nagato's puppet. We only got to see her strength after Nagato died and even then Kishimoto killed her off because without Nagato she just served no purpose in the anime. What a shame.
