Among several reasons, the Bill of Rights (which guaranteed rights of the citizens), could be considered as one of the primary reasons for the development of Civil Courts.

michael s rowland The civil courts developed from the Crown not only working to consolidate power in the secular courts, but also to limit the power of the Ecclesiastical Courts. While the this was an ongoing process since the Conquestion, it was really under Henry II that this started. But it was under Edward I that is really solidified. Eventually, the Ecclesiastical Courts lost their powers and were fully replaced by the civil courts.
